The National Elections Commission is seeking applications for the position of Deputy Human Resource Director. Successful applicant will be assigned at NEC Headquarters.

Applicant must be able to work with others as team player, as well as being able to work alone and under strenuous conditions. Applicant must come with courtesy, professionalism and must be willing to travel across the country when required.

Terms of Reference

Under the supervision of the Human Resource Director, The Deputy Human Resource Director shall perform the following duties and responsibilities:

  • Participate, based on assigned task, in the process leading to recruitment/selection, including advertising of position openings, screening applications, conducting interviews, notifying applicants, conducting reference checks and addressing concerns raised about the selection process;

 

  • Assist with classification and reclassification of positions;

 

  • Responsible for developing and maintaining job registers by working with department/sections heads;

 

  • Work with other HR staff to develop comprehensive employee personnel record system, for all employees, regardless of category of employment, including personnel action form, pay history, performing evaluations and promotions;

 

  • Assist to advise employees and distribute information regarding compensation, policy and procedures; provide assistance and staff support to departments/sections as requested;

 

  • Work with the Director on resolving difficult employee relation matter to include discipline/discharge and grievance/appeal procedures;

 

  • Assist in the implementation and application of new and existing personnel policy and guidelines;

 

  • Perform other duties as assigned.

 

 

Required Skills

 

  • Proven analytical skills and qualitative focus and strong knowledge and understanding of qualitative research and data;

 

  • Good analytical, drafting and report-writing skills;

 

  • Strong interpersonal skills to establish relationships for generating and coordinating activities;

 

  • Excellent in human relations, coordination and planning;

 

  • Communications or knowledge management experience will be an advantage;

 

  • Outstanding networking, team-building, organizational and communication skills;

 

  • Capacity to work with diverse partners including governments, donors and civil society;

 

  • Ability to work effectively and harmoniously with people from varied cultural and professional backgrounds;

 

  • Effective Organizational skills and ability to manage large volume of work in an efficient and timely manner;

 

  1. Results based management skills;

 

  1. Ability to produce well written documents demonstrating excellent interpersonal communication.

 

Qualifications:

  • university degree, preferably in Social Sciences or related field;

 

  • At least three years’ experience in Human Resource management;

 

  • Ability to work well under pressure and flexibility;

 

  • Fluency in English language and excellent in oral and written communication skills.

 

  • Basic computer knowledge in Microsoft word, excel and power point.
