 Statement on the Launch of Candidate Nomination by Hon. James M. Fromayan, Chairman, National Elections Commission (NEC) July 18th, 2011

 Fellow Citizens, Members of the Press:
The National Elections Commission (NEC) is elated to once again be able to announce the start of another crucial activity of the 2011 electoral calendar. By this event, the NEC wishes to assure the people of Liberia that the electoral process is on an irreversible course. We seize this moment to reinforce our resolve to conduct free, fair, credible and transparent elections.
 I wish to state categorically and unequivocally that under this bench, nine by-elections have been successfully conducted and there has been no incident that lends credence to some of the assumptions that have emanated from some quarters. The record of this Commission speaks for itself. We urge those who harbor doubt to overcome their disbelief and cultivate a new spirit of constructive engagement and positive attitude that would engender confidence in the electoral process.
Ladies and gentlemen of the press, today, we once again assure the people of Liberia, political parties and independent aspirants who will be scrutinized over the next 25 days to qualify to contest as President, Vice President, Senators and Representatives, that the exercise will be characterized by transparency and strict adherence to the law.
The preliminary phase of the nomination which was launched on July 16 will continue till tomorrow July 19. During this time, aspirants are asked to pick up their full forms for the nomination.
Ladies and gentlemen, let me now take this time to acquaint you with the house rules at the Nomination Center at the Samuel Kanyon Doe Sports Complex in Paynesville. To begin with, the actual nomination will begin on Wednesday, July 20 and will run till August 15, 2011. It will start daily at 9am and will close at 5pm from Monday to Saturday.
With that said, NEC wishes to stress the following:
Only complete nomination papers will be processed;
Applicants will be treated on a first come first serve basis;
Applicant will be received at the Information Desk and ushered to the waiting room by the Queue Controller;
Applicant will submit Nomination Papers to Verification Officer following which he/she will be ushered to a second waiting room to wait on his or her turn to be taken to the Nomination Officer;
Nomination Officer will issue receipt upon the submission of Nomination Papers and Applicant’s photo will be taken and a printout of the candidate’s particulars will be issued to applicant; and
All Presidential aspirants will be allowed to be accompanied by an aide to the Nomination Center.
The National Elections Commission wishes to emphasize that there will be no preferential treatment for any particular applicant unless as agreed by those already waiting in the queue.     
As you all may be aware, the National Elections Commission recently published the Nomination procedures and eligibility requirements for each office that will be contested for the 2011 elections. For the purpose of supplying emphasis, I wish to restate some of the key requirements for the qualification of candidates:     
A Letter of Intent; Sworn Declaration or Affidavit attesting to Citizenship
Sworn Declaration or Affidavit attesting to Domicile;
Tax Clearance; Candidate’s Financial Disclosure Form; and
Copy of a voter registration card or birth certificate, passport, national or international driver’s license. 
Independent aspirants will be required to present an objective statement and declaration to abide by the political party code of conduct.  
Ladies and gentlemen, before concluding this statement, the NEC is pleased with the peaceful and responsible manner in which political parties and independent aspirants have conducted themselves since political campaign was declared opened about 14 days ago.
 NEC wishes to admonish leaders of political parties and independent aspirants to be aware that it is unacceptable for marches to disrupt the activities of other citizens or to impede the smooth conduct of business. Parties are advised to remain in the confines of the law while holding their political rallies and to refrain  from banging on vehicles, hurling of insults and undertaking other riotous actions. We trust that the remaining weeks of the campaign period will continue to be peaceful and a non-violent character will be exhibited by all actors in the political field. 
Ladies and gentlemen, on behalf of the Board of Commissioners of the National Elections Commission, I hereby declare the nomination of candidates for the 2011 General and Presidential Elections formally opened from July 20-August 15, 2011 at the Samuel Kanyon Doe Sports Complex and wish the aspirants and nominees all the best.
