BALLOT PAPERS ARRIVE FOR DISTRICT # 3 SINOE COUNTY

                               REPERSENTATIVE BY- ELECTION

The National Elections Commission (NEC) is pleased to announce that ballot papers for District #3 Sinoe County Representative By-election have arrived in the country. The 13,000 ballot papers came in yesterday Sunday, March 25, 2012 from the Republic of Ghana via the Roberts International Airport to be used for the April 3, 2012 District #3  Sinoe County By- election. The ballot papers are now in a secure storage until preparations are finalized to have them transported to Sinoe County for distribution among the 38 polling places spread across 27 voting precincts in District #3.

NEC PROCEEDING WITH LOGISTICAL PERPARATIONS

Logistical Preparations for the District # 3 Sinoe County By- election are well on schedule. NEC logistical personnel and the Sinoe County staff have already begun transporting training and polling materials from NEC Headquarters to Sinoe County.

Packing of sensitive polling materials including Ballot Papers will take place on March 26, 2012. Deployment of polling staff as well as sensitive materials (Polling Kits and Ballot Papers) will be done between March 27 and April 2, 2012.

POLITICAL CAMPAIGN

The Commission wishes to express satisfaction over the peaceful manner in which the (7) seven candidates in the District #3 Sinoe County Representative By- election have conducted their political campaign so far. The exhibition of political maturity and tolerance by the candidates is commendable and should be entertained in the true spirit of breaking from our troubled past to build a sustainable democracy in Liberia. The NEC wishes to remind candidates that the official campaign period for the Sinoe County Representative By-election which begun on March 6, 2012 will close at midnight on Sunday April 1, 2012; 24 hours before polling day.

CIVIC / VOTER EDUCATION ACTIVITIES

With just 8 days remaining to the By-election in District #3 Sinoe County, the Commission has intensified its campaign to sensitize and encourage voters to turn out en masse on April 3. The Commission has distributed “Know Your Candidates” and “How to Mark Your Ballot” posters and other voter education messages throughout District # 3 Sinoe County.

I am pleased to announce, distinguished ladies and gentlemen of the press, that UNMIL Public Information Section has deployed 7 traditional dance groups to beef up the NEC civic/voter education campaign initiative. The groups which comprise of Musician Union, Flomo Theater, WIPNET, Crusaders for Peace, Balawala Group, Traditional Peace Theater, Professional Artistic Group and the famous Liberian comedian, Boutini will work alongside civic educators hired by the Commission to create awareness for the remaining days to the election.

ACCREDITATION OF OBSERVERS

Consistent with the timeline for the District #3 Sinoe County Representative By-election, the Commission wishes to announce that accreditation of local and international observers started on March 19, 2012 and ended on March 23, 2012. The Commission therefore wishes to indicate that election observation is one of the best practices of the democratic process. It is the view of the NEC that the observation of the electoral process enhances transparency and lends credibility to it. The NEC warmly and wholeheartedly welcomes the partnership.

ANNOUNCEMENT OF RESULTS

Distinguished ladies and gentlemen, my fellow countrymen, the NEC wishes to announce that all subsequent press conferences including announcement of results and certification of winner in the by-election will be held in Greenville, Sinoe County.

The Commission intends to continue this pattern of announcement of results and certification of winners in all other future by-elections.

SECURITY

Security arrangements for the District #3 Sinoe County By-election are being finalized with the Liberian National Police and other relevant security entities in the country. A total of 60 security officers are required for the process.

Finally, the NEC wishes to extend profound thanks and appreciation to the Government of Liberia, its international partner institutions including USAID, UNMIL, UNDP, IFES, EU, AU, and ECOWAS for the support to peace and democracy in Liberia.
